What size does a YouTube thumbnail need to be?

Why does a thumbnail need to be exactly 16:9?
YouTube's own player, search results and the Up Next sidebar all display thumbnails at a 16:9 frame, and an image uploaded at a different ratio gets cropped by YouTube itself to fit, sometimes in a way you cannot preview or control beforehand. Resizing to exactly 1280 x 720 before uploading means the crop happens under your control instead, so the framing you see in this tool is the framing viewers actually see.
