Why will a WebP image not open somewhere?
WebP is a newer format that most browsers support well, but plenty of older software, some email clients and some printing services still expect JPG or PNG. Converting once here avoids that problem wherever you send the file next.
Why did saving an image from a website give me a WebP file?
Chrome and most other current browsers now serve images as WebP by default wherever a site supports it, since WebP files are usually smaller than the JPG or PNG equivalent for the same visible quality. Right-clicking and choosing to save that image downloads it in whatever format the browser actually received, which is often WebP, even if you were expecting a JPG. This tool exists mainly to undo that: turn the WebP you ended up with back into the JPG most other tools and forms expect.
Should you keep the WebP or convert it to JPG?
Keep the WebP file if it only ever needs to display on the web, since every current browser handles it natively and it is usually the smaller file. Convert it to JPG when it is going somewhere WebP support is not guaranteed: a document, a print shop, an older piece of desktop software, or a form that explicitly asks for JPG or PNG and rejects anything else.
